Keep getting (5min) ban for leaving a match that's "ready to abandon"

I also had this happen after latest patch. Red box in the top right of the screen said it was OK to leave, but after I left I wasn't able to immediately requeue.

Just had this happen to a friend. The match was safe to abandon, we both left at the same time. He got hit with a 30 minute penalty and I did not.
