Just throwing out an idea im having. Idea: T4 green stamina item

T4 Green item

stats:
+30% stamina regen
+100 health
+25% slide distance
+7% fire rate
Passive:
Using stamina increases fire rate by 6% for 10 seconds. (Stacks up to 8 times)
 
So for the low low cost of a vitality slot and draining all of your stamina, you can get 8% more fire rate than what vampiric burst gives instantly for it's active. I think you have a lot more work to do for this concept. Knock it down a tier or 2 (the smart decision as long as you lower and knock off a few stats), change it to a gun or spirit item (still smart but requires a bit more work), give it even more stats (probably the dumb decision), whatever it takes.

Mmmm.... not quite what I'm seeing. This is more like 55% Fire rate almost constantly. It only takes 5s to regen 1 stamina by default, and this increases that by 30% so probably more like 3.5s. Since the buff lasts 10s you'll pretty much always have it at 8 stacks so long as you aren't just standing around for more than 10s or locked down for that long (or just coming off the zip).

55% Fire rate is a LOT. This would be quite a lot of damage and could fit well into builds that want Fire rate, but are starved for Weapon slots.

Still not really sold on the stats themselves, but the concept of gaining something when you burn stamina isn't a bad one.

Burst fire alone gives you 52% if we're now considering item stats instead of just the effect. Nobody is ever going to want a ton of fire rate, but is so starved for gun slots that they can't fit in one of the best gun items in the game AND also have plenty of green slots to go around that they could dedicate 6000 souls just for a damage item. Everybody needs vitality slots far more than they need gun. Even Haze values a vitality being filled by an unstoppable or fortitude or even a colossus instead of yet more damage that she already has a ton of just from burst fire and swift striker.
 
Also, reaching a high enough fire rate (something pretty low like 105%) causes your shots to start blooming (probably a bug). It's pretty much why lucky shot and crippling headshot have remained the dominant gun items on haze over spiritual overflow and vampiric. While both of those items are quite good on haze, it's pretty easy to hit the cap with those items, especially with other sources of fire rate like quicksilver and statue buffs.

Blooming? What's that? Do you mean like, despawning before they make impact due to the volume of projectiles?
