Jitter and packet loss during every match

Currently experiencing significant stuttering and choppy performance in every match, no matter the time, especially when nearby other players, e.g. in team fights. This is happening only in Deadlock and no other game.
Here are some of the screenshots I took during these hiccups, the jitter graph goes crazy with, assumingly, packet losses.

UPD: I'm in Eastern Europe, the problem still persist after the patch

Same here, game is unplayable with this much jitter.

Also here, the jitters and ping spikes after the patch has been more frequent.

same here, game is unplayable... on SA servers it's happening in ALL matches, after mid-game

same here, just started happening for around noon today (PST) after a hotfix
