You cannot upgrade or read the description of Watcher's Covenant while it's in use. This does not seem intentional as you *can* do both for Air Drop while it's in use.
On the one hand I can somewhat understand it for the case of upgrading it but I think for simplicity the upgrade should apply after the current use and the player shouldn't have to wait to upgrade it. Seeing the current stats/description while it's active would be very helpful.
