Melee always does damage. You don't even have to time them with the landing.

To be honest, I didn't immediately understand what you were trying to say. Then I looked at the name of the thread and immediately guessed. Next time, be sure to write everything inside the description.
About your question. I think that's the way it's meant to be. There are several characters in the game that can fly or be on high ground. I think it would be a good idea if you could attack while flying, because if you run out of bullets, you can always finish with your hand.
Therefore, this is not a bug, but a feature.
