Items should not trigger tankbuster

Per the description of tankbuster, abilities dealing more than 165 damage trigger tankbuster. Except, apparently items can also trigger tankbuster, as seen below using phantom strike.

Changing tankbuster (specifically mystic burst by extension) to only work on abilities would be a very substantial nerf to so many heroes that buy mystic shot. Mystic burst synergy with mystic shot has been a thing for so long that I remember rushing those two on paradox last year. Simpler times, before the invite flood gates unleashed.

Your thread title is literally "Items should not trigger tankbuster". That sounds a lot more like you are asking for tankbuster (and by extension mystic burst) to stop triggering off of items. If you are talking about the wording being wrong and want items to be added to the description, then mention that as a potential solution within your original post at least.

It's a bug report, I'm not asking for anything, just reporting what appears to be a bug.
