Item that turns Parry into a resource

This might suck or be OP idk, maybe someone can figure out how to balance it. But the general gist is an item that changes your parry to be a resource:

You can now hold down the parry key, so you'll be parrying for as long (or short) as you hold the button.
Instead of having a parry cooldown, a new "parry meter" will now decide whether you can parry. It slowly fills back up over time (similar to stamina).

This item enables you to tap the parry key, to conserve your meter, but making it harder to time your parry.
Or you can hold it down for longer, to bait people into punching you, making the timing window easier to hit.

It probably needs some minimum duration, and a minimum time between parries. Otherwise the hero animations and visual effects would be confusing.

Interactions with other parry items
- Rebuttal: instead of reducing parry cooldown, Rebuttal would make the parry meter fill up faster.
- Counterspell: instead of Counterspell lasting for the entirety of your next parry, your parry could start pink and after 0.75s (or however long normal parry is) it turns blue - so you couldn't have a super-long counterspell. Canceling your parry early would still consume the counterspell cooldown.
