Item not greying out while on cooldown

Not sure how I got it into this state but my Fleetfoot wouldn't grey out below a timer when I would use it. You can see I'm enabling it and then I'm pressing cause I think it's off cooldown. And it was like that for the rest of that game, maybe after buying some spirit-based items? Or maybe pressing the replay death key... I'm definitely unbinding that for now since there's no way to exit that replay, and it seems to create other bugs (discussed in Discord) as well

I've had this happen here and there to, been a thing for at least a patch or two
