Item Idea: Phantom Mag

An item allowing you to shoot past 0 into a negative ammo count up to your max ammo.
Ex) If max ammo is 25 you can fire to -25
If it's cheaper Could make the ghost rounds deal reduced damage
 
this as an active item that only works for a few seconds would be really cool. maybe as a stipulation to make it balanced the phantom bullets don't apply lifesteal effects?
 
Would it still apply on-hit effects like Infernus/Haze 3, tesla rounds, etc? Could be a interesting item - even with 90% reduced weapon damage it could still be useful on heros and builds that rely on on-hit effects to do the bulk of their damage.

Having a longer reload proportional to your ammo "debt" could be used to balance it.
 
Was thinking the same for the reload speed mechanic mainly to see someone building ammo count and having a 25 second reload.
Keeping on hit effects is probably needed. Builds stacking up like that is part of the fun of mobas
Quicksilver Reload might break this item unless it only refills non-ghost bullets. Probably a bunch more interactions I'm not considering lol
