[Item] Echo Shard doesn't give bonus Fire Rate

Echo Shard says it adds 5% Fire Rate but the bonus isn't applied. You can see right next to the 5% it adds nothing.

The Bullets per sec detail while holding tab says it's increased, but on the actual weapon stats Bullets per sec isn't affected.
