Imbue an ability with permanent spirit power. When that ability is used, gain bonus move speed and maintain full speed while attacking. When imbued on any non ultimate ability, enable ability charges if it does not already have any. Imbued abilities gain additional permanent spirit power based on the maximum number of charges it can hold.

The cost would actually be 9k, if Surge of Power is a component. I feel like the base stats need some buffs for this item to be worth buying.
-12% bullet damage is an interesting fall off, but then there's not much point in the firerate bonus if you're nerfing your gun dps anyways.

Slight Rework here to promote the idea of reusing the ability often. Also keeping the focus on trading bullet damage for spirit damage.
 
I read another post that suggested giving abilities charge, and said it would be pretty broken. That idea was an active with a lengthy cooldown. This could be really broken, but 9000 souls is pretty steep investment.

it's also intended to be a forced spirit build hence the -20% bullet damage in the current iteration. Sacrificing your raw damage output for increased spirit output, so characters who may gain a lot from having ability charges would lose out on their gun damage.

That's interesting. 9000 is still a bit high to be viable. I think this item would be a lot better as a standalone instead of building out of an item like surge, especially if you really want spirit builders to buy it. Surge is good, but it sees a lot more play on heroes that want to build hybrid. It even finds more use on gun users than it does on pure spirit.
