It is possible to search for games in a region where it is currently non-game time

There are commands to change the region via the console. By changing the region to the one where it is allowed to play currently, you can enter the character pool selection window.
Next, while in this window, you need to change the region back to your home region.
After that, if you click on the start search button, you will start searching in your home region, even if matchmaking is currently inactive.

As there is no way to send a bug report directly, only public ones, it is possible that after this report it might start getting abused a lot.

You missed the point. Problem is not in the commands.

Servers are allways online, so there is a bug with wich you can search on any server outside of playtime limits

understand but I dont think that it will be fixed because soon ui will be changed (hopefully)
