Is Shiv supposed to die from Pocket's ult through own passive?

Normally people are not supposed to die from pure Pocket's ult, just get down to 1 HP, however for Shiv the passive holds accumulated damage and then deals this damage beyond 1 hp and kills him. Is this supposed to happen? Kinda seems unfair he is the only one who can die from Pocket's ult.
 
It technically makes sense because the 10-15 second deferred damage is lethal regardless of the original instance, but this interaction is likely not explicitly intended. I could see Valve adding a "is nonlethal" check to every instance of deferred damage to cover this edge case, but then again maybe they want Pocket to be a Shiv counter.
