I like the idea of reducing spread. But +10% weapon damage every 6 seconds is far too weak. Maybe you wanted to make it every time you are aiming and left the CD by mistake?

I like that some heroes work really well with it (Amazing on Vyper), and some that just don't need it (Lash)
It should probably say something like "Reduces recoil and spread" cuz they're a bit different, some heroes have a bit of recoil, some have spread, some have none, some have both.
