Inside and outside of Kelvin's ultimate, you can attack enemies with split bullets.

After using the split bullet item, once you enter a certain range, the penetrating bullets will deal damage.

Since I was alone, I couldn't do additional testing, but I remember seeing on a streamer’s broadcast that the split bullets from the Gun Build page hit the inside of Kelvin’s ultimate.
