The damage reduction should be applied to the enemy, but the tool-tip shows the reduction applied to your own damage.
I tested it in the sandbox, and it doesn't actually reduce your damage like the tool-tip says.
This may lead players to incorrectly conclude inhibitor is harming their own build.
