Inherent Bullet Resistance Doubles Against Melee

Originally posted this bug about Bebop's, but with additional testing, I've determined this is also true of McGinnis's inherent bullet resistance as well. The inherent bullet resistance these characters have at level 0 are increased against melee damage, so I'm making this as a separate thread to better pinpoint the issue with extra data.

Using Infernus with Unstoppable to simulate the expected 15% bullet resistance (McGinnis), and Mirage to simulate the expected 10% bullet resistance (Bebop), we get the following:
