Buying Extra Charge or Rapid Recharge then selling it will instantly replenish charges on a skill according to the item bought (1 charge or 3 charges). If you do it to max a skill it appears the skill has no charges, but actually has 2 (I believe this is an unrelated bug to this interaction).
To get this to happen: Play any hero with charges on a skill, for example Wraith. I level her first skill Card Trick up and it has 1 charge. I buy extra charge and sell it while it has full sell-back, now my skill has 1 charge (again it appears to have 0 for an unrelated bug on skills with max charges). You can leave and use the skill on an enemy, then go back and buy/sell to get the charges.
