Incoming voice chat is breaking up

Sounds like voice chat has 50% packet loss, but from all players, and I've heard other players also complain about the same issue about another player (i.e. I'm not involved) so it's not my internet.

+1, Happened to me maybe twice. Guys voice was just robotic and unintelligible
