In-game Hotkeys with multiple language layouts

I have 2 system language layouts one of them is cyrillic, if you launch the game when you had cyrillic or to be honest any other layout enabled it will be reflected on all in-game hotkeys. And logically game does check it once so it would stay like this till you close the game.

It seems to be rather annoying than useful, it would be much better if you could somehow control it with a separate menu setting or it would be dependant on current in-game language.
