In game character not detecting any mouse movement

i cant rotate character in game with mouse but other binds such as LMB and RMB on mouse work fine all of what i do its type "unbindall" sometimes in console, i think issue somewhere in steam cloud files or other cache i cant found in device because after reinstalling game and rebooting system issue not fixed
my user_keys.vcfg looks like that

found solution.
1. Im ask random player to give me his correct keybinding file (link bellow but before use rename it as be user_keys.vcfg)
2. go to steam offline
3. go to save folder "...\Steam\userdata\%AccountID%\%AppID%\remote\user_keys.vcfg" and replace file with this what im attach or delete (maybe its also work)
4. go to online
5. open game and select your local saves as new for cloud
