Either a new item geared towards casters/spirit builds, or an upgrade of berserker. Possibly 3000g?
Spells that are currently on cooldown have their remaining cooldown reduced as you take sustained damage. This effect does not apply to ultimate abilities.
- 110 damage to proc a cooldown reduction
- Remaining cooldown reduced by 5% of spell's overall cooldown (an ability with a 10 second cooldown and 5 seconds remaining on the cooldown would have 0.5sec taken off of the remaining CD if 110 damage was dealt, so 5s would go down to 4.5s).
- Once proccing 10 times, item is on cooldown for 20-30sec. I think it needs a cooldown or you could run into ridiculous situations with lifesteal heroes
