I'm always assigned Ivy although I have all champions pre-selected (both in people vs bots and people vs people games).
UPDATE: I un-selected Ivy (keeping all other champions selected) and I got assigned Warden. Played one game of Warden. then added Ivy back into selected to see if I get him again. But this time I got Warden assigned again, and the next (third) game as well. It looks like when all champions are selected it repeats the last selected champion.
