Idea for 'Locked' items.

The basic idea is that at the 500, 1200, and maybe 3000 tier there are items that can't be sold, and don't build into higher tier items. They are locked to you and can't be swapped. They would be stronger then their equivalent tier. The idea being is the risk/reward of grabbing an item that would be more powerfull then it's equivalent cost and it's big early power-spike vs the risk that if the game goes too long the item will eat a slot and limit your power/options.
