I think I might have come across a cheater in my game, but I'm not completely sure. Still, I’d rather report it just to be safe.

If they aren't cheating, nothing will happen to them. Steam very very rarely bans people on accident, anyone who ever posts on any forum about being falsely VAC banned is lying and deserved whatever happened. Anyone who messages you claiming that they reported you by accident is a scammer.

What exactly is happening in the OP ? Who is the suspect ? The Calico who seemingly with 0 aiming is tearing ass ?
I believe the reports are aggregated, a single report will do nothing, but if someone amasses large number of reports from diverse range of sources, then the ball gets rolling. 100% its an automated system for the initial steps to identify cheating profiles. Would be impossible to manually filter out real vs false reports etc.
Best you can do is report when things get really suspicious, if a man is a legend pro, he might get reviewed by a human after a while and just deemed to be legend pro and no harm done.
With hardware cheaters its harder to identify them, but with enough reports and careful reviews they can be found. I hope AI development will help with detecting cheaters much faster.
