It seems people are having fps problems mainly with RTX 30 series cards on the Vulkan version of the game, It looks like sometimes during the match the game will just randomly 100% the GPU and cause huge fps drops most of the time down to 20 fps. If you use a 30 series card swap to dx 11, restart your game. Also, make sure the max fps you game will do is the same as your monitor and if it still stutters turn down the render quality a bit and it should solve all the fps issues. For some reason bad
