I don't have Transcendent Cooldown, and I still have old Fortitude

Just as the title suggests, I don't have Transcendent Cooldown, and my Fortitude is still the old version of Fortitude. See attached screenshots from just a few minutes ago. Is my game somehow not updating when the updates happen?
