High-ground Ballistics

Can we get a character or item that gets a buff based on the level of high ground? Maybe it could give higher bullet velocity or damage based on their altitude? Maybe just from standing on a rooftop? Maybe Grey Talon? Maybe it can be worked into Long Range/Sharpshooter?

It would be cool to give players a reason to fight from a rooftop, as most fights happen at close range there's rarely any reason to use rooftops.
