[Hero Rework] Ideas for reworking elements of Bebop to be more focused.

Feel free to throw critique at this, the main thing was to emphasize bebop's role as a brawler, reduce the frustration players may feel dealing with bomb and ult, restoring some functionality many bebop players miss while trying to keep it limited and balanced. In general i wanted to make it clear, Uppercut and hook are for gun builds, Bomb and Ult are for spirit.
