Hero idea: Paranormal photographer

Since this is an old timey game, this photographer also has an old timey box camera. This means that in order to take the best pictures, they will have to set up their tripod.

One of their abilities is the camera's flash, which could be magnesium flash powder or the giant light bulb ones, that's really up to the art department but they're both period accurate. The camera flash causes spirit damage and applies blindness in front of the photographer, if you want to put that in your game, otherwise it movement locks them, because photo, y'know? For added supernatural vibes, the flash itself can just float around.

Second ability is a polaroid counter. They hold their camera up to their eye and use a small square line of sight to look for players. This can be held for 2 seconds like this. If the player casts an ability while it is held, the damage of that ability will be reflected if it hits the photographer, as the photographer holds a spirit photo. This doesn't reflect bullets, but it will reflect bullet damage that is done as a result of an ability, like Haze's ult. This ability has charges, but it takes time to pull out and put away the camera if one fails, making it hard to just spam counters until someone falls for it. At perk point 2, it also shreds their resistance to spirit damage by 30%.

Third ability is a self-portrait. The photographer will send the camera out to take a picture of them. Using perspective, they make it look as if they're farther than they actually are. This creates a copy of them at the area targeted by this image. This also creates an impassable barrier on the edges of the image frame, working similar to a Kelvin ultimate, but with a much larger area that doesn't actually prevent people from running away inside of it. It uses the same square line of sight as the other abilities, but larger since the camera is further away. The photographer is projected for 5 seconds, or until the ability is cancelled, with the duration being extendable. The ability has a long cooldown that cannot be reduced with perks. At perk level 3, they also gain alot of damage mitigation while projected. When the projection ends, the photographer is returned to the camera. The walls are considered movement locks and therefore can be countered by the BKB item. The walls also stop anyone from shooting through them, on both sides, similar to the Paradox walls but completely stopping any attacks from going in or out. If it feels too unfair, the area immediately around the camera could simply not have walls, to give people an out.

Their ult is setting up a tripod to take a picture. It is accompanied by a series of flash sounds. They take one singular square picture with a small line of sight like the polaroid counter while being movement locked. The enemies caught in that ult will become ethereal. Once the picture is taken, the photographer can then turn to face any direction, which releases the photographed people back in their original position. This only takes 3 seconds from start to finish so it's not used to completely remove someone from the fight. In order to avoid clipping issues, they're fired from the camera towards their intended position, meaning that they will just bounce off the walls if they collide with one. The ult is counted for the debuff cancelling items, meaning you can pop it if your picture is taken to get out of the swap.

In general, the character would be played by dropping in, taking a picture with your ult, then turning around, placing the enemy team inside of your own team, and then using your 3 to lock them all in a thunderdome and bringing yourself closer to them, and then using your 1 to lock them in place before countering the inevitable panic spells being thrown at you with 2. The intended build would be survival tool like Ethereal and Metal Skin along with the bullet reflect one, and duration extender and cooldown for more frequent casts, and then tesla for the crowd damage. As such, the gun should be an automatic weapon. It could be a short barrel one, to give muzzle *flashes*.
 
The game has a fun aesthetic where you can take any historically accurate concept from the 1850s or 1950s respectively and add a lil twist on it to make it. I like the gameplay loop described, but moreso, I like the idea of the character design. The idea it mixes this industrial revolution aesthetic and this post world war americana aesthetic gives you a pretty wide variety as to how you'd like this character portrayed. GG
 
While I don't know if I would enjoy playing the kit you described, I do really like the idea of a hero that has a camera.

I was thinking one ability could be something similar to Dota 2's Treant Protector Aghanim's Scepter ability "Eyes In The Forest". It would be cool to see something like touching a lamp post/some part of the environment and having it give vision in an area (good for watching for enemy heroes rotating/flanking).

Even being able to place a camera with a tripod that trips when an enemy moves by it or after a certain amount of time and it causes some cc and damage to be inflicted.
