Short lore(actually two depictions):
1)Oneiros is OSIC agent from the same Sandman division as Haze that also possesses abilities of dreams reading,but instead of physically putting people to sleep to do his work,agent Oneiros uses his spiritual powers to deceive vision and mind of awaken person to make targets feel like reality is changing around them,while its actually not true.
2)Oneiros is ex-OSIC agent that fled from Sandman division and OSIC in general because of having feeling that he does really dirty job at some parts,and his worm took huge part on his moral state,so now he tries to help spiritual immigrants and other creatures hide from OSIC agents.
Appearance:
Agent Oneiros appearance should look exactly like actual spy in a sense,that it makes character look like generic,regular human being u would meet anywhere else,but still having mild details that makes him look outstanding and suspicious(for example,spiritual trinkets that potray his abilities of mind control).
Weapon:
Oneiros should carry silent weapon,probably with silencer,because u must not awake onlooking commoners when u perform ur job on streets as undercover FBI agent >:^)

Abilities:
Playstyle of Oneiros works around illusions and playing around enemy's minds and taking wrong choices leading into huge damage output of your team(u basically paralysis sleep demon,but without paralysis,just making people be between dream,and reality):
1.Weird Silence:
Oneiros instantly, without throwing any projectile(point an click)stops any sound for selected enemy,except for sound of shooting troopers,their own shots and guardian/walker/Patron,and enemy own abilities,as well as stops showing any chat messages or in game microphone(enemy doesn't even sees their ally using micro),death messages,any announcement from Patron and etc.(also doesn't shows in effect-stat tab).
Enemy can hear their ally's abilities and shoots,only when they watch at them,have LoS.
Duration:25 seconds.
Cooldown:35 seconds.
T1.Gains 2 mls running speed.
T2.Gives Oneiros 4 seconds of full invisibility opon activation,means no discovery range(loses invis on any dealt or used punch or damage being dealt to Oneiros).
T3.Allows to give ally invis for 4 sec,but in form of camouflage(seeing range is here,enemy start to see ur ally in range 2 m bigger than Haze smoke bomb)
2.Mocking:
Allows to change yourself,or any other ally into model of other ally or enemy(drops disguise if ally or urself use any ability or shoot).
Cooldown 30 seconds.
Duration 40 seconds.
T1.Gives 20% increased fire rate after ruin of disguise.
T2.Now can make urself or enemy look like object(vase,statue,rune)
T3.Now can change enemy appearance into your ally,to changed enemy now can be dealt damage by their ally,threshold is 500 of any damage.
3.Silent Death:
Oneiros charges pistol with his spiritual power instantly,next shot will have no sound,and deal additional scaling spiritual damage,but if shot lands enemy don't sees any changes to hp bar for entire duration of ability(from all sources of damage),but damage was actually dealt.
Cooldown 40 seconds
Duration 3 seconds(after ability ends,enemy hp bar visuals will update accordingly to damage dealt)
Damage 70 spiritual power(not sure what scalings can be puted there)
T1.After 4 seconds from hitted shot enemy will be put to sleep for 1 sec.
T2.Decreases enemy resistances for 20% for 4 seconds after enemy wakes up.
T3.For 10 seconds after activation of ability(starts after landed shot)enemys won't see any enemys around their ally in range of 15m from shoted ally(if inside radius,see enemys),won't see death message and killed ally icon will show on minimap accordingly to where they were standing.If u put disguise of killed enemy on ally,icon will stick to ally until enemy revives.
4.Madness:
Touches enemy forehead with palm and makes them think that their ally's actually enemys.
Enemy starts shooting and throwing non-ultimate abilities at their allys,dealing damage(enemy allys also can shoot their ally under effect).If there is no ally's around,enemy will start losing,2% of current hp as spiritual damage until appears any ally in certain range(or until ability ends).
Duration 5 seconds.
Range of ability:2m.
Range of enemy detection:25m.
Cooldown 100 seconds.
T1.Gives Unstoppable to enemy under your control if they attacking their ally's.
T2.Duration + 2.
T3.+2% of damage to current health.
(Even tho I fully realise how hard may be to make this hero is,i still want to post this at least concept# of certain abilities that can be in game for other different heroes)
