Hero Concept: Starshine, New York's biggest liquor supplier

I wanted to throw my hat into the ring for a somewhat era-appropriate hero that could find himself tangled up with the Patrons. Infernus is aesthetically a bartender, but I wanted to bring the real firey spice of a booze character to life, so here's Wilson Mae, better known by his company brand-name: Starshine!
His gun is a heavily modified pistol, with a front stock normally seen on full-auto rifles. Useful for surprise attacks with quick bursts of damage. hold primary fire to spool up the pistol. takes ~.6 seconds, after which the pistol sprays full auto with medium/heavy spread at range. Alt-fire negates spool up time if held, and slightly reduces recoil while firing slower.

1: Bottle Service
Take a bottle from the crate and shake it, building up charge. Press fire at any time to fire off a high-damage cork, followed by a stream of liquor. The cork scales with bullet damage, the spray with spirit. Charging fully will result in the bottle exploding, dealing spirit damage to everything in an AOE, including Starshine.
1- While charging the ability, Starshine emits a healing AOE. At max rank, this effect lingers after he fires the charged shot.
2- -Cooldown
5- If charged fully, Starshine is healed for the damage dealt instead of taking it.

2: Smuggler's Sprint
Down some liquid courage to give yourself a speed boost. this ability can be recast up to 2 more times. When the effects end, receive a speed debuff based on how many times the ability was activated.
1-Each cast also grants a +100 health bullet shield that lingers until the speed debuff ends.
2- -Cooldown
5- Only suffer the speed debuff if ability is cast max times.

3: Shiners Stash
Starshine gets more souls per last hit. This does not include the soul orbs that come from last hits, or hero kills. All souls gathered this way are unsecured. While carrying unsecured souls, Starshine gets an out-of-combat movement speed boost.
1- While boosted, Starshine's next attack will deal bonus damage. This buff lasts for a few seconds after he enters combat.
2- +5 Souls per last hit
5- Ability gets a toggle. When toggled on, Starshine's bullets deal extra spirit damage, but drain unsecured spirits from his pool.

4. Ole' Devil Hootch
Bring up the whole crate of liquor and dispense it to the world! Starshine begins channeling, tossing bottles to any enemy in front of him, prioritizing heroes. Enemies hit will suffer a movement slow and damage over time.
1-point: Starshine creates an AOE around himself while channeling. Allies within the AOE gain movement speed and damage reduction, both lasting for a few seconds after they leave the AOE.
2- +2 bottle targets
5- Debuffs from the ult can stack, enemies also receive a damage penalty from each bottle thrown at them.

I wanted to see how a character built more for roaming might fare in the roster. Haze already slithers around and hunts kills in New York's mean streets, so I wanted more of general roamer that, much like a good bottle of spirits (not literally) shows up just when you're wishing for him. As far as design goes, picture what a man dressed for high-class business would look like when he's got to get down and dirty. Suit pants and snazzy shoes, with a tight suit-vest on, but with a dress shirt rolled up to the elbow to give him some room to flex, and his crates of drinks tucked under his non-gun arm. As for the face, as much as I love the classic moustache, 3's a crowd. So I picture something more at home in 'Gangs of New York', with a muttonchop-stache combo made smooth by Many a DRG miner, or Slackjaw himself. He's the face and founder of his thriving, and possibly illegal business, so he'd be a mix of smart and suave that'd open most doors to his wares. Of course he's in with the Patrons to fulfill a wish, but as far as this liquor salesman is concerned, free advertisement is hard to beat, and who drinks more than some of the assembled heroes after a typical night in New York?
 
Like the idea, gangsters and liquor shenanigans fit in deadlock's lore. Also, Starshine will fit great as my new My little pony's oc's name! But for the second ability, I think a different approach would be more interesting, what if it worked by speeding you up when you activate it, and you still can recast it twice, gaining a higher movement speed buff, BUT you also get a debuff that makes you dizzy and have a harder time hitting stuff with your gun with each recast. You can also have his ult apply that debuff when enemies are hit by his ult, I think that'd really reinforce the drunken themes of the character, although I see how you may be leaning towards something less goofey and more professional when it comes to the character's theme
