[Hero concept] Silas The Mailman

The design is cool and unique. Since you didn't specify his primary weapon, I feel like you could just make breaking news his weapon and give him an ability with more of a fun hook, a reason to want to play him. Eg. If he's a delivery bird person, would be cool if he could fly a bit more.

I don't think the self stun on ability 1 is necessary though.

Regarding the gun I was thinking about him holding and throwing letters in a bunch of ~10, but your idea seems better indeed. As for flying, maybe making his standard jumps higher or let him glide while descending that would drain his stamina.

The 2nd ability alternatively could be a guillotine-like rubber stamp that would apper over an enemy hero, plunge on him and damage, paint him in ink, stomping him into the ground for X seconds and slow his fire rate? And make that 2 charges, how about that?
 
A literal rubber stamp is a bit too cartoonish for me, but you could do a lot with that idea

eg. it has a passive component where you temporarily mark people by hitting them with abilities, then consume the mark with rubber stamp, doing more damage at low health.

Although his first ability is already homing, and this too wouldn't require aim, so that might feel unfair.

The 1st could be a skillshot (fast, but still dodgeable) to make it this hero a little more skill-dependent^^
