Goal, to empower the midboss and have it rule new York.

The ability stops when the enemy leaves the range. Duration 5 seconds.
50 targeting damage (Scales 0.5) + DPS 70 (scales 1.2)
Dash distance -15% on target.
Upgrade 1. Charges +1.
Upgrade 2. Minimum range -1 meter, maximum range +1 meters. Targetting damage +50
Upgrade 3. Dash distance -15%, DPS +50.

Ability 2. Zone of Control
Cooldown 32 seconds
Create a 5 meter radius circle that prevents enemies from entering it centered on yourself.
Enemies within the circle are pushed out of it.
A larger, 7.5 meter radius circle causes 30 dps. Spirit scaling .65
Duration 3 seconds.
Upgrade 1. Cooldown -14 seconds
Upgrade 2. +40 dps.
Upgrade 3. +1 inner circle radius, +1.5 outer circle radius. +1 second duration.

Ability 3. Subsonic Screech
Passive

Every second you take damage you gain +8% move speed, and everyone who damaged you gets -8% move speed.
Maximum stacks 3.
Duration 2 seconds. Duration is refreshed when you gain a stack.
Upgrade 1. You gain 10 bullet and spirit shield whenever someone gains a stack from Subsonic Screech.
Upgrade 2. Maximum stacks +2, speed buff +2%.
Upgrade 3. When an enemy gets 5 stacks they are stunned for 1 second.

Ability 4. Cursed Rejuvenator
Cooldown 150 seconds
Duration 10 seconds
Gain +20 bullet and spirit shield for every subsonic screech stacks applied for the duration.
Increase maximum Subsonic screech stacks by 2 and apply 2 stacks to yourself and all enemies within 20 meters.
For every second that you are damaging an enemy hero, gain +5% damage amp against that target.
Die at the end of the duration. Your death timer has 30% length.
 
Woah, big blunder. I forgot to put upgrades for the ultimate! Decrease base duration to 8 seconds.

Upgrade 1. Duration +3 seconds.

Upgrade 2. Cooldown -40s

Upgrade 3. While respawning after casting your ultimate you have a ghost form from where you died. You cannot CC people, or take damage, and your damage is reduced to base level.
 
Nah that upgrade 3 is busted. This one is better.

Upgrade 3. Passive: you explode on death, dealing 150 damage (scales 2 with spirit) in a 10 meter radius and applying 40% movement slow for 3 seconds.
