[Hero Concept] Frank the snitch

Visual outlook: An anthropomorphic rat in a trench coat and a worn fedora (optional, but would make him stand out visually compared to Abrams). I envisioned him to have a fairly gritty appearance, similar to Drifter. He could also be a half-human/lycanthrope. (Or for a different approach, he could be mostly human, but have a rat's tail and a rat's head (in addition to his human head) attached to his shoulder)

Main gun: Snub-nosed revolver. Relatively slow fire rate and clip size. Could be balanced with a caveat of dealing more damage up close, but having a heavy falloff.

Ability 1 - Tail whip: Simple and elegant. Frank would perform a quick spin and lash the area (wide cone) in front of him with his tail, inflicting low damage. Impacted enemies would get their fire rate lowered temporarily. If used in the air, it would propel Frank backwards a good distance (imagine wall-jump, but a bit more distance) - This aspect could be balanced with requiring either a solid surface or enemy contact to engage the "recoil". Should have a relatively low range and medium cooldown. Additional levels would decrease cooldown, increase enemy suppression, and potentially increase ability charges.

With the intended "recoil" mechanic, this could be used to pull off some sick movement tech, either to run away or just bounce around mid-fight.

Ability 2 - Slip back: Frank would slip out of his trench coat and dash in the opposite direction the player is facing. He could alternatively fire two close-range blasts with his revolver as he dashes to deal some minor damage. Base range would be around 15-25meters. Additional levels would increase the distance, lower cooldown, and at the max level, the ability could be cast during CC (might be a bit OP, but this could be balanced by making the character squishy.

Imagine a cinematic interaction where Abrams grabs Frank by the collar and thrusts him against a wall, only for Frank to slip out of his trench coat and flee. In-game, Abrams could charge Frank into a wall, and at max level, Frank could slip away before the follow-up (book punch) comes through. (This would still require the player to adjust their camera, so that they are not looking directly AT the Abrams, and thus dash back into the wall they are pinned against.)

Ability 3 - Afflicting/Noxious bite: Close-range ability where Frank would bite the targeted enemy, inflicting moderate damage as well as a lingering stamina-drain/diminishing regen effect. The after effect of the bite could be implemented in a couple of different ways, either as a direct steal/removal of stamina, or as a longer effect, which slows down the overall stamina regeneration for the targeted enemy for a longer period (10-20s?). Could potentially also just slow the enemy down and/or give healing reduction.

Depending on how exactly the stamina component is implemented, this could (and probably should) have a relatively long cooldown (40s too much?). At max, this ability should be used TWICE in a fight, and that would have to be a big/long fight

Ability 4 - Dirt/Get the dirt/Intel: Frank would grab a folder from the folds of his trench coat and share some dirt on an enemy hero with his teammates. This would be a global ability, targeting one enemy hero. The targeted enemy has their position revealed on the map/through walls for a moderate duration (about Drifter-ult-ish duration, maybe a tiny bit longer). Additional levels would give the targeted enemy debuffs (or perhaps just BUFF Frank and his teammates against that particular hero. Give damage amp/reduction against that enemy for the duration of the ability.)

This would be a big anti-carry ability, helping to shut down a fed enemy. You could use this to gank a farming wraith/seven (reveal them to everyone and weaken them temporarily). Or if the enemy hero is already giga-farmed, you could make it more bearable for your teammates to deal with them.

I'm unsure if the targeted enemy should be alerted to the fact that they are being targeted.

Role/Identity: So, if you didn't already pick it up from the abilities, Frank would mostly be an anti-carry hero. His gameplay would mostly consist of getting close to the enemy, biting them (3rd ability), and then retreating with either 1 or 2, depending on the situation. Alternatively, he could close the gap on the enemy with the first two abilities and stop them from escaping with his 3. In the late game, he could use his ult to set up a pick on an enemy, or just nerf an enemy carry before/during a big team fight. I'd imagine having Frank and Drifter on the same team would be an absolute menace if utilized correctly.

Personality/Lore: I'm kind of torn between him being a tough guy of few words, or someone who's constantly nervous (Would kind of fit the rat/snitch aesthetic). He could be somewhat affiliated with the Mendozas / general cursed apple underground characters. Maybe he has some history assisting Abrams with a case or two (although Abrams wouldn't like him that much, and would at most endure Frank's presence for the sake of intel). It could be a nice contrast (if going with him being more nervous-type) to have him be quite knowledgeable about all the characters, who they are, and what they do. He could drop this knowledge semi-casually during interactions, basically leading to many "how the hell did he know that?" moments for the other party, whoever they may be. (Like, mentioning something to Paige about her brother, asking Wraith/Paradox about some crime/heist etc.)

For his own background/wish to the patron, he could have been a human man originally, but by some means got transformed into a rat, and wishes to turn back.
