Heavy melee hits earlier than the animation implies

We've had some issues in matches where it seems like a close-range heavy melee should have been parried, as the parry shield is visible by the time the punch animation actually lands. I did some testing in the sandbox and parried on the same frame that a close-range heavy melee attack landed to better see what's going on:

Right before taking damage, on the frame the punch lands, you can see the parry shield coming out, and the punch has yet to move forward at all. It isn't until a bit later than the punch has actually visibly connected, at which point it looks like you got hit by a melee attack despite parrying.

This may not necessarily be a bug since it seems like it's just the attack hitbox becoming active soon as the charge animation ends, but I feel like the punch shouldn't land until the puncher's arm has actually moved. Getting hit by this feels unintuitive at close range due to having the shield up at the time the punch visually lands.
