Headhunter not impacted by Cooldown Items

Headhunter does not have the Passive cooldown in the "Passive" line of the text.
In addition, it appears this causes it to not be affected by Improved/Superior Cooldown line most items with Passive effects are.
I am not sure if this is intentional, since other effects such as Headshot Booster, Mystic Shot, and Kinetic Dash all allow cooldown to apply to their effect.


If this is intentional, can we please have a different text applied. For example Siphon Bullets states "0.8s Max Frequency", or Improved Burst that states "Targets are immune to the effects of Improved Burst for 5s after taking damage from it.". Both of these items show a clear exception to the normal cooldown interactions.
