The ultimate upgrade that allows you to shoot two targets has a strange occurrence where if you shoot one target, it only shoots that target once. However, if you at any point during the ultimate attack two targets at once, then only one target remains, you begin to shoot them twice for double damage. Either a lone target needs to be shot twice on their own instead of once, or it should not double if only one target remains.
