Have to toggle VSync on and off to unlimit the FPS

I have VSync Off by default. In-game, my FPS is approximately limited to monitor's refresh rate (165Hz, and FPS floats around 163). Game feel is choppy.
My workaround is to toggle VSync, to On and then to Off immediately. Then the FPS is unlocked, I get around 230FPS and more.

Does this happen to anyone else?

bump. Here's video evidence, it is still hapenning.
- booting up a game, FPS is capped at around ~163. VSync is OFF. Game feel is laggy
- Toggling VSync ON, FPS caps at ~165. Noticeable input lag, but it is expected.
- Toggling VSync back OFF, FPS uncaps to over 300
