More of a quick and fun thought experiment to try and design a tier 4 that follow the boundless spirit formula (a bunch of stats + no passive or active effect). This was a lot harder than I thought, since a lot of what makes a good tier 4 design is a powerful passive or active effect. Really, if there's anything you take away from this post, it's that Boundless Spirit and similar stat stick designs are a poor match for the tier 4 category.
Boundless Bullets:

Yes, that's flat bullet velocity. This makes it the only source of flat bullet velocity in the game. If we ever get more basic tier 4 designs like Boundless Spirit in the game, giving them unique stats that no other item provides goes a long way in mitigating some of the issues inherent with stat stick designs.
