Gun Build Items - Crit and Echo Paths

One of the problems with gun in general is that gun builds tend to be pretty same-y, lots of fire rate increases to benefit on hit effects (toxic bullets, capacitor, lucky shot, haze/infernus passive) with gun damage itself being a passive. There are currently two items that are mechanical exceptions, Lucky Shot and Express Shot. Lucky Shot is effectively Crit% and Express Shot is a good equivalent to Echo Sabre in Dota in spirit. This makes building gun pretty one-note, despite character abilities/gun designs being set up for more complicated items. Ivy has an inherent high fire rate, but still builds fire rate. Mirage's passive should be a limit on the amount he shoots, but since fire rate is king, he just builds it anyway and the passive is extra damage.

So I just put together some ideas on this during some very long boring work meetings, which hopefully give some inspirations to the devs or something. At least it kept me from being too bored. There are two mechanics at play here, Echo and Lucky Shot. Echo causes your next shot to fire twice, consuming double the ammo (or all remaining ammo) and dealing additional damage depending on the item. Lucky Shot is a random critical hit. There's a percentage chance, and additional sources increase that chance and the damage done. The base chance is 0% - nobody naturally hits a lucky shot - and the base crit damage is 100%. Sorry that this is long, I talk a lot.

Lucky Shot
Tier 2 - Lucky Shot
Passive: +25% Lucky Shot Chance, +70% Lucky Shot damage

Tier 4 - Fortune's Firearm - Upgrades from Lucky Shot
Passive: +35% Lucky Shot Chance, +110% Lucky Shot Damage
+20% Maximum Ammo

Tier 3 - Gambler's Magazine
Active: Overfill 30% of your magazine. The first round fired is always a Lucky Shot and deals 50% more Lucky Shot damage.
-10% Fire Rate

(The maximum damage you could do with lucky shot, then would be +160% bullet damage with gambler's magazine + fortune's firearm).

Echo
Tier 2 - Express Shot
Passive: After not firing your weapon for 4s, your next shot echoes, firing twice in quick succession and consuming double the ammo while dealing +25% damage.

Tier 4 - Reverb Rounds - Upgrades from Express Shot
Passive: Every 4s, your next shot fires twice in quick succession, consuming double the ammo, dealing +150% damage, and applying on hit effects twice.

(Importantly, because this would make her insanely broken, this does not give paradox carbine twice, though it deals the +150% bonus damage still. Other effects, like Mirage passive, toxic bullets, or crit, still apply).

Obviously not perfect ideas, and the numbers are pulled out of thin air, but the ideas would let characters build things that aren't just fire rate + toxic bullets + siphon bullets.
