Doesn't look like a bug. The ult says it will kill below 22% and before it hit him, his HP looks roughly between 30-50% so it wouldn't instakill.

His resistance did help in taking the overall damage so if he didn't have it, he would've been dead.

Actually it does seem like a bug, because level 3 perk says "after hit". If it works like you think then this perk is useless because most of the time talon's ult deal more than 22% hp damage
