So I just tested this in sandbox and my shots on a dummy did 65 damage when I'm on the ground and 55 damage while flying, with the tier 2 upgrade to RoA and maintaining the same distance to the target.
Found out the cause, I didn't notice Talon jumoed backwards when using RoA because of how the camera moves, so the discreptancy was created by distance after all.
