Repro Steps:
1. Enter the sandbox with Graves, buy Arcane Surge.
2. Turn on Fast Cooldowns + Fast Stamina
3. Dash jump to gain Arcane Surge
4. Cast Grasping Hands once at max range
5. Notice that it is placed at 24m, the default max range.
6. Cast it again at max range.
7. Notice that it is placed beyond 25m, buffed from Arcane Surge.
This is inconsistent with how Arcane Surge affects Jar of Dead and Borrowed Decree. Using the same steps above, you can see that using Jar/Decree immediately after gaining Arcane Surge affects the damage and duration of both abilities. It is just Grasping Hands that is only buffed on the second cast while you have the conditional, effectively making Arcane Surge impossible to use on your Grasping Hands unless you have Echo Shard to cast it twice.
