Grapple hook active item

Something like Wrecking Ball's hook from Overwatch. Activate, and a cable is shot out to wherever you are looking. It then acts as a spring joint, allowing high mobility characters to swing around corners or under bridges.

It should have a cancel early option.

Also worth considering would be making it able to attach to other players.

Bug prone and will make already annoying mobility users to be even stronger, i do not want that.
