Glitchy rail line grabs/high server cpu

It is very difficult to consistently grab the rail. Sometimes I need to tap, hold, sometimes it grabs when the graphic is there and other times it does not. If I could notice a pattern specifically why it's happening I will update this but it's being particularly finicky, I'd say for now generally in more laggy games/those where the game server appears to be hitting 100% cpu frequently. There's certain things that seem to break down and aren't playable when the server appears to be having issues--precision heroes (such as those that use assassinate/heavily based in targeting abilities) also seem to become far harder than they should to play.
