Glass isn't producing a blur effect

From some footage I've seen posted elsewhere, I noticed that the glass in the starting area appeared to have a blur effect applied. I'm not seeing this on my end, however. In this instance, I'm using the Vulkan renderer, but experienced the same under DX11.

The last image attached is from a video on the forum, which is what I suppose it's supposed to look like.
