Glass cannon rework

Instead of giving a health penalty which is massively overcome by having bullet lifesteal, etc. Make it so that the penalty scales with the stacks of Glass Cannon, and the penalty is a healing reduction. I feel like someone with max glass cannon stacks should be quite easy to kill, but instead, they get harder to kill the more stacks they have. My idea would be...

get rid of the max hp effect in base glass cannon and for each stack of glass cannon:
+8% fire rate
-2% max hp
-4.5% healing reduction.

This would mean at max level:
+64% fire rate
-16% max hp
-36% healing reduction

Maybe it's a little too punishing, but glass cannon right now doesn't seem like a risk vs reward item.
