Shooting an enemy hero has a 60% chance to refund the bullet to your magazine.
Shooting an enemy NPC or structure has a 30% chance to refund the bullet to your magazine.

I think this item would be fun.

I have a similar idea, but with some thought unless it do other thing on top this will be pretty much useless.
exponentically more ammo isn't exponentically more useful like 85% uptime vs 95% uptime, espically if you count the potentically missed shots.

I think on top of that there should be some kind of Passive/Active that makes it stand out from other items?
