game's performance

The game's performance has dropped significantly since the September 27 update. Instead of 100 fps, I have about 70 and often drops to 50.

i7-8700k, paired with an RTX 2080ti. Native res, everything low and off where possible -similar results but largely just with.. hitching, occasional freezes mid-gameplay (only occasional) before it regathers itself. Can't gather what the cause is from a technical standpoint, but curious if there's a way to poke around with what's given and narrow things down.

With no other software, hardware or performance issues, I now crash when entering lane in-game. Frames have dropped to roughly ~20fps during fights and hover ~35fps when farming.
I have never had disconnection or framerate issues prior to this patch, actually, my game ran so smoothly when I started ~120hours ago.

Have also been having large performance issues since roughly the same update. Was previously fine and GPU running at 60% ish. Now it constantly goes up to about 100% and will frame drop and minor freeze throughout the game.

Switching to DX11 made a massive difference in my case- curious situation
